Check the exact model against Dell's list for your server, not just the socket: the R640's processor table includes the Silver 4208, Silver 4215R and Gold 5217 but not the Gold 6244 or 6250, and the R650 needs Dell's T-type extended heatsink for the 165 W Gold 6334.
Why buyers choose 8 cores
Microsoft licenses Windows Server by physical core, with a floor of 8 core licenses per processor and 16 per server, so two 8-core Xeons in a two-socket server use that minimum exactly; fewer cores would not lower the license count. Under per-core licensing, a faster core adds speed without adding licenses: Intel rates the Gold 6250 and 6534 at a 3.9 GHz base clock and the Gold 6434 at 3.7 GHz.
