Check the exact model against Dell's processor list for your server, not just the socket: the R640's table leaves out some 2nd Gen Gold models, and some higher-wattage processors need Dell's T-type extended heatsink in the R650. For the servers, see Dell PowerEdge servers.
Why buyers choose 8 cores
Microsoft licenses Windows Server by physical core, with a floor of 8 core licenses per processor and 16 per server, so two 8-core Xeons in a two-socket server use that minimum exactly; fewer cores would not lower the license count. Under per-core licensing, a faster core adds speed without adding licenses, and Intel's frequency-optimized 8-core Gold parts carry some of the highest base clocks of their generations.
Other licences treat eight cores differently. Under Broadcom's VMware terms a CPU never counts as fewer than 16 cores, so a pair of 8-core processors is licensed as 32, while SQL Server's per-core minimum of four licences per processor is below eight and counts every core. Proxmox VE subscriptions follow the occupied sockets, whatever the core count.
